Licensees must adhere to their plans and ensure that all liquid impoundments within their facilities that could potentially have an adverse impact on migratory bird populations are covered. The timing for migratory bird season can change annually depending on the weather, which may require licensees to extend their bird-deterrent programs past the previous or typical dates.
